High Level Messages Only Go to Last Multispeak Adapter (Doc ID 2895554.1)

Symptoms

On : 2.4.0.1.0 version, Web Workspace

A project has two managed servers, each with a different multispeak component enabled.
When they attempt to send a high-level message to the component on the first managed server, the message only goes to the second managed server.

The issue can be reproduced at will with the following steps:

1. Deploy 2 instances of MultiSpeak adapter to different WebLogic servers.
   These adapter instances must be configured to have distinct adapter components (SCADA, AMR, AVL) enabled in each instance.
   This is done by disabling adapter components by passing command-line parameters to WebLogic server (for example, '-DSCADAInterface.config.enabled=false' to disable SCADA component).
2. Verify that adapter components on different servers work correctly.
3. Send high-level messages to each instance and confirm that they are delivered only to the target components.

For example,

Action -java multispeak.SCADA reload
Action -java multispeak.AMR ping 123456

The messages only go to the last multispeak adapter.
