Agile File Manager Service Fails to Start With Error, Illegal Access: This Web Application Instance Has Been Stopped Already. (Doc ID 2897253.1)

Symptoms

On Agile 9.3.6.0 version, File Manager won't start unless shutdown port is changed from 8005 to 8004

When attempting to start File Manager, the following error occurs in agilefm-stdout.log :

ERROR
INFO [pool-3-thread-1] org.apache.catalina.loader.WebappClassLoaderBase.checkStateForResourceLoading Illegal access: this web application instance has been stopped already. Could not load [java.net.HttpURLConnection]. The following stack trace is thrown for debugging purposes as well as to attempt to terminate the thread which caused the illegal access.

STEPS
The issue can be reproduced at will with the following steps:
1. Install Agile 9.3.6.
2. Apply RUP18.
3. Start File manager service.
