REP-51002 When Accessing Reports Server (Doc ID 2897787.1)

Symptoms

1)
'REP-51002' error appears when checking the reports server status i.e. the 'https://[server.domain.port]/reports/rwservlet/getserverinfo?server=repxxxxxxxxxxxNNN' url returns:

REP-51002: Bind to Reports Server repxxxxxxxxxxxNNN failed.

2)
The following error can be seen in the rwserver_diagnostic.log file:

[2022-09-15T03:01:44.451-04:00] [reports] [ERROR] [] [oracle.reports.server] [tid: 1] [ecid: xxx,0] EngineManager:spawnEngine  Error writing IOR java.io.FileNotFoundException:
