Fcexec Deletes Future Deal Records From FUTURE_COST When Reclassifying Item (Doc ID 2897878.1)

ACTUAL BEHAVIOR

Future cost detail getting deleted after the batch reclassification batch.

EXPECTED BEHAVIOR

Future cost detail getting deleted after the batch reclassification batch.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and Approve an Item Level (merch level 12) deal for an item/supplier/country/location (org level 5) with active date 2 weeks out and close date 4 weeks out.
2. Run future cost batch group (fcthreadexec, prepost fcexec pre, fcexec).
3. Notice 2 records have been created in FUTURE_COST for active_date, close_date.
4. Create an item reclassification for the item for tomorrow, moving the item to a new dept/class/subclass.
5. Notice the record created in COST_EVENT_RECLASS for the item.
6. Run future cost batch group (fcthreadexec, prepost fcexec pre, fcexec).
7. Notice a record created in FUTURE_COST for tomorrow with the new hiearchy and notice the 2 future FUTURE_COST records from Step#3 have been deleted.
