Symptoms

Error when upgrading from FMW 12.2.1.3 to 12.2.1.4.

ERROR

UPG-WSM-00005: Error in upgrading Oracle Web Services Manager(OWSM).


STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade FMW12.2.1.3 to 12.2.1.4 by following DOC:2696416.1 - Upgrade Oracle Fusion Middleware (FMW) from 12.2.1.3 to 12.2.1.4 For Agile Product Lifecycle Management (PLM) 9.3.6 RUP 13 (9.3.6.13) or Later.
2. OWSM upgrade fails with error.
3. In turn the FMW upgrade fails.
