Symptoms
On : 8.6.6.x version, Application Access Controls Governor.
User Provisioning Job failing when 2 jobs are submitted in close intervals.

oracle.apps.odin.domain.job.JobExecutionException: Error occured during analysis
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a request from EBS by assigning a responsibility to a user.
2. Review in GRC application, Setup and Administration > Manage Jobs for User Provisioning job.
3. Submit another request while the first job is running. The first job errors.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Users are not getting timely access to Oracle due to this issue and not able to perform their day to day job duties.
