Symptoms

on DIH 8121:

Batch execution fails because the parameter is not being quoted correctly

Problem Summary
---------------------------------------------------
Batch execution fails because the parameter is not being quoted correctly

Problem Description
---------------------------------------------------
This is the first time executing batches on 812 version of DIH, previously on 8.1.0.1 customer had no issues executing the same batch.

batch fails with error:

Caused By: java.sql.SQLException: ORA-06550: line 73, column 153:
PLS-00103: Encountered the symbol "SGF" when expecting one of the following:

* & = - + ; < / > at in is mod remainder not rem
<> or != or ~= >= <= <> and or like like2
like4 likec between || member submultiset.

similarly when batchid is passed at runtime i.e #DIH_DEV.BATCHID , instead
of ''OFSAAINFO_TEST_ENV_FUNCTIONALITY_20191231_202'' it gets
'OFSAAINFO_TEST_ENV_FUNCTIONALITY_20191231_202'.

Changes

 Upgraded DIH to 8121 ML
