MapViewer Does Not Show the Maps Behind the Plotted Data (Doc ID 2898988.1)

Symptoms

Installed MapViewer, go to Engineering Map View, search for a Short Name and select to open.  The plotted MetaSolv data is there but the map is not visible, no states, cities, etc.
