OSM upgrade installation gets stuck (Doc ID 2899106.1)

Symptoms

User launches OSM installer for upgrade, fills all wizard pages and clicks 'Finish' button to initiate upgrade, the installer gets stuck at initial stage without making any significant change to OSM DB schema or to the
Server. Following repeated message is seen logs, 'Setup.product.install, com.mslv.oms.installation.AntExecAction, dbg, Failed to connect to DBInstall monitor, retry ...'

NOTE: Above message is commonly seen in upgrade installer logs including successful upgrade logs as well, this message doesn't indicate any failure, it only tells that DB installer is still doing pre-requisites and yet to
start actual upgrade. For successful upgrade this message is seen for about 10 20 times only, but for problematic scenarios like the one mentioned in this KM this message is logged indefinite times.

Installer hangs, user needs to cancel/kill installer process, resolve issue and re-run installer for upgrade.
