Billing and Invoicing for Large Number of Accounts Taking Longer Time Than Expected

Symptoms
While running the Billing for a large number of accounts, it is taking longer time than expected.
For instance, with a set of 1.1M sub-ordinate accounts, it took around 8 hours to complete Billing.
Also, when billing for the parent account, NO_MEM issues were witnessed. So, dm_oracle Memory size was changed and triggered the Job again.
Shared memory sizes that were set before:
- dm dm_shmsize 2147483648
- dm dm_bigsize 2147483648
New shared memory sizes that were used:
- dm dm_shmsize 8589934592
- dm dm_bigsize 419430400
This resulted in the No_MEM errors not appearing anymore, but the job remains incomplete. It remained running for more than 15 hours for the same account.
No other processes are running in the system except billing for this account and there were no errors in the log files.
Upon checking for database (DB) Locks and performance - there seemed no issue from the DB side.
