Getting 'Invalid Request' and ORA-01849 When Trying To Disable User in OFSAA (Doc ID 2899386.1)

Symptoms

In OFSAA 8.1.1, the system administrator cannot disable users in User Management.  When editing the user, you get the error below with a spinning icon below it:

Invalid request / Error while processing request

Additionally, the following error appears in the OFSAA.log in $FIC_HOME/logs:

java.sql.SQLDataException: ORA-01849: hour must be between 1 and 12

The error prevents you from disabling the user.
