MSS 6.3.1 | Unable To Set A Group Permission To Enabled Due To A Parent Group Being Read Only (Doc ID 2899477.1)

Symptoms

MSS-6.3.1 version, User Security Permissions

We are trying to set a group permission level to "Enabled" for specific windows. When we test this it appears it's still "Read Only" which is the parent groups permission. But as per MSS functionality, when you have multiple groups it defaults to the least restrictive group. The sub groups permission was "Not Set" (least restrictive) to "Read Only".

So currently we have ,

 Parent Group permission set as  "Read Only"

   |___ Sub Group permission set as  "Not Set" 

             |___ Test User  permission set as "Not Set"
 
To get around this, we have currently set the individual test user permission to Enabled but we need to set it at the Sub Group Level.
