On : 2.8.0.0.0 version, Meter Data Management
Ongoing IE/SP sync going to update or pre-add error creating partial IE/SP records in the UI
Ongoing IE/SP sync going to update or pre-add error creating partial IE/SP records in the UI. Want to understand why primary key and record would be created if the sync is not going to synchronized. This is affecting UAT/ORT sync request numbers, as well as causing error in the F1-SYNRQ batch for the corresponding outbound syncs that are generated and will always error due to incomplete information

Problem Cause
A null pointer is encountered in D1-DETIECHG validation algorithm logic when origStartDateTime value is null and its value is being compared to newStartDateTime value.
