New user created, security batch ran but users are not able to see the cases

We are having some challenges in user creation in ofsaa application. After creating a new user and assigned the necessary roles to the user, thereafter we run the security batch but we observe that the ECM security batch is not updating the KDD_REVIEW_OWNER_CASE_TYPE table.
