Symptoms
Update queue button on Queue Screen not working
For queues to work without running the QCS batch job, Run a few specific queues by clicking update queue button on Update Queue button on QUEUES --> CUSTOMER SERVICE SCREEN.
Accounts not moving into the queue. However, the queue is valid (ASG CODE =IN_TRANSIT) and is based on condition code NEW_CTRCT.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Screen QUEUES --> CUSTOMER SERVICE SCREEN
2. Update Queue button - Not QCS using batch job.
3. Check accounts are moving to the queue as expected
