Project Cannot Be Updated Via XML Import When Opened Exclusively (Doc ID 2901282.1)

Symptoms

When opening a project exclusively, receive following message when trying to update the project via XML import as the user that has opened the project exclusively:

ERROR
-----------------------
"The project xxxx cannot be updated because it is opened exclusively, checked out, or another user has the project open."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into P6 Pro.
  2. Open project exclusively.
  3. Import XML to update project that is opened exclusively.
  4. Error.
