Cannot Waive FLC(Fee Late Charge) that is already paid. Backdated Waive FLC transaction Failing

Error Message: Transaction Amount is greater than the Outstanding balance.

Transaction Posting Failed

STEPS

The issue can be reproduced at will with the following steps:

1. Create an account and don't make payment.

2. End of day system will post the Fee Late Charge(FLC)

3. Post a payment next day that allocates the Fee late Charge

4. Post a Waive FLC on the date Fee Late Charge is posted by the system. System will not post the Waive FLC successfully

5. Post a Waive FLC on the date Payment is done. System will not post the Waive FLC successfully.
