Error "java.net.URISyntaxException: Illegal character in opaque part at index" When Attempting to Activate Changes of Deployment Installation (Doc ID 2901672.1)

Symptoms

In Weblogic console deployment page, install deployment from new version Unifier.ear file.

After click 'Activate Changes' button, the following error message shows at the top of the page. If click 'Activate Changes' button again, error disappears but when trying to start the deployment, still the similar error shows up which prevent deployment changes to Active status.

Error java.net.URISyntaxException: Illegal character in opaque part at index 110: zip:C:/Oracle/Primavera/Middleware/user_projects/domains/unifier/servers/Unifier-XX/tmp/unifier(21.xx.yy)/war/WEB-INF/lib/log4j-web-2.16.0.jar!/META-INF/web-fragment.xml
