Unable To Connect To ICC Server (Doc ID 2901958.1)

Symptoms

Batch fails with error "Unable to connect to ICC Server ".
[9738] Network failure : Unable to connect to ICC Server

icc_servlet.log:

"(11:11:24)[SCM]: lObjBatch>>getBatchEntFrmDB>>>ICC Entity Object [BATCH:OFSINFODOM_Batch_DIM_PRODUCTS]
ICC Entity Object [DEFINE TASK:Task1][COMPONENT:RUN EXECUTABLE][DESCRIPTION:null]
(...)"

ICC server is running, but in nohup.out when the server is started  the only thing can be seen is:

ICC Server Starting
