JET UI: After Upgrade, UI Not Working Properly (Doc ID 2902677.1)

Symptoms

After the upgrade, the JET UI is not working properly.  Sometimes the UI will not open and displays a 404 error. Other times, the UI will open, but the page for a previous version is displayed or boilerplate text is displayed as code.

Workarounds are:

1) Use the Incognito tab, or

2) Clear cache and cookies. 

But these are not good, viable options.
