ACTUAL BEHAVIOR

fcexec 'enq: TX - row lock contention' when ranging items to Franchise Stores.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Range a number of items that have multiple suppliers across multiple franchise locations, resulting in multiple 'NIL' Cost Events with multiple franchise locations on each.
2. Set fcexec to be multi-threaded.
3. Run fcthreadexec
4. Notice multiple records in FUTURE_COST_WF_HELPER_TEMP for each 'NIL' Cost Event.
5. Run prepost fcexec pre
6. Notice many records in COST_EVENT_THREAD for the cost events across multiple threads.
7..Run fcexec
8. Notice 'enq: TX - row lock contention' when DELETE statement is executed by multiple threads.
