Symptoms

Event "Update Title Block" is not triggered when change controlled attribute value is changed.

Steps to reproduce:

Put an IPN Title Block attribute with the option Change Control set to Yes.
Create an event with the event type "Update Title Block" on object Parts.
Create a part. In preliminary, change the attribute. The event is triggered.
Create an ECO, put the part in the affected item modify the attribute inside the tab Title block in the change.
Release the ECO.
Go in the history of the part, the attribute is changed with the action Modify change control, but the event is not triggered.
