OfferProfile Not Loaded to ECE Cache (Doc ID 2903381.1)

Goal

During some regression testing, the Elastic Charging Engine (ECE) went down. Once ECE was up, the traffic was routed to ECE.

During rating, Policy Labels were not sent to Policy and Charging Rules Function Gateway (PCRF). This is because the Offer Profiles were not attached to Subscribers:

Please explain the different result between ecs logs and Customer Cache.
