GLID Not Populating in Rating for Taxcode With New Steps From PS6 (Doc ID 2904480.1)

ACTUAL BEHAVIOR

ImportExportUtility (IEP) method is suggested for PatchSet (PS) 6 and later as referring to Section 3 "Creating Tax Codes" from "Calculating Taxes" document at https://docs.oracle.com/en/industries/communications/billing-revenue/12.0/taxes/calculating-taxes.pdf

One user defined tax code via taxcode_config.xml, passed a data usage, but Elastic Charging Engine (ECE) is not populating the General Ledger ID (GLID) for this tax code. The user checked the rating period "TAX_ON_CHARGE" in ECE logs and "generalLedgerCode" is coming as null.


NOTE: TaxGlid started coming as defined in charging-settings.xml after deleting the entries from "TaxConfig" ECE cache. 

EXPECTED BEHAVIOR
-----------------------
"generalLedgerCode" should have tax code GLID.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define tax code via taxcode_config.xml.
2. Use the same in a charge offer.
3. Create an account and pass the usage.
