On : 22.10.0.0 version, Financial Aid Admin System

ACTUAL BEHAVIOR
---------------
In SFP , after a Release was deployed, all of our users, including the admin account, are missing the Password Policy, Roles Management, and User Management options from Security Management section in the Administration Menu. In SFP PROD, which has not received the Release yet, we still have those options under Security Management. We noticed these options were missing when we were testing 23-24 Verification Documents. We do not have access to view 23-24 Documents in SFP TEST and none of our users have Role Management to enable permissions for the 23-24 documents. We need access to Security Management in SFP TEST to continue testing.

EXPECTED BEHAVIOR

All security options should exist under Security Management section

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as an Administrator
2. Click the Administrator drop-down
3. See that the Security Management section is blank
