Auto Top Ups Are Not Working For Discount Sharing Groups (Doc ID 2906060.1)

Symptoms

In Discount Sharing Group, when one member already made active reservation on  new/upcoming auto top up (noncountergrantpresent is true) and if another member also tries to make active reservation the balances are not updated.

The issue can be reproduced at will with the following steps:

1. Create owner, member1, member2 in Discount Sharing Group(DSG)
DSG Owner Account (Login: 202204200060037) balance is DSA =220MB
member1 account (Login: 202204200060137)
member2 account (Login: 202204200060437)
2. Initiate CCR-U for member1 and member2 accounts.
Member1: RSU is 100MB. (session ID: GPRS_1651213168, Request number: 1)
Member2: RSU is 10MB. (session ID: GPRS_1651213183, Request number: 1)
Both Members reserved balance from current Domestic Allowance (DSA)
which is expected.
NonCounterGrantPresent is false
.
3. Member1 Update request with the USU as 100MB (session ID: GPRS_1651213168,Request number: 2)
Member1 consumed 100MB and reserved 100MB as expected.
NonCounterGrantPresent is false
.
4. Member2 Update request with the USU as 10MB (session ID: GPRS_1651213183,Request number: 2)
Member2 consumed 10MB and reserved 10MB as expected. (220MB completely reserved)
NonCounterGrantPresent is false
.
5. Member2 Update request with the USU as 10MB (session ID: GPRS_1651213183,Request number: 3)
Member2 consumed 10MB from existing DSA and reserved 10MB from temporary DSA as expected.
NonCounterGrantPresent is true
.
6. Member1 Update request with the USU as 100MB (session ID: GPRS_1651213168,
Request number: 3)
Balances are not updated. Consumed/active reservations were not done.
