Cannot Create One Charge with Multiple Impact Categories for Realtime Rating Engine

Goal
Scenario:
- Customer is using Universal Event Loader (UEL) to rate usage events from external system, thus all rating is moved through Realtime Rating Engine (RRE).
- There is one product (Charge Offer) that uses Charge Selector to select impact categories for events based on input attributes values. The impact categories are later used in discounting.
- There are several input attribute's sets that get different Impact Categories (different discounting is applied), however they have exactly the same base price.
- In Pricing Design Center (PDC), one can reuse the Charge with multiple Impact categories, however within the rate plan in Billing and Revenue Management (BRM) database, only the first Impact Category is listed and hence events with other impact categories are not priced at all.
- However when one changes the entry in BRM database rate_bal_impacts_t.impact_category column from value provided by PDC (some impact category) into asterisk ('*') character the pricing works as expected (that is, price from single charge object is applied to events with any impact categories).
- Overall, in PDC, user cannot create one Charge with multiple Impact Categories for Realtime Rating Engine (UEL).
