Volt/Var Optimization (VVO) Slow cycle is currently dependent on Feeder Load Management (FLM) forecasting setting

The VVO Automatic slow cycle does not generate events when FLM forecasting is disabled for the corresponding feeder.

VVO Slow Cycle should work irrespective of whether the FLM setting is in the forecast or real-time when the forecasting Window is set to 1.

The issue can be reproduced at will with the following steps:
Find a suitable area to test slow cycle optimization

Make the following changes on the Feeder Management tab in config assistant:

For the transformer/bus entries : Make automatic(slow) or manual(slow) and pick a Optimization objective (eg CVR)
For all downstream circuits: Enable Optimization

For all those feeders put FLM into "Real-Time" mode - no forecasting.

Enable manual VVO

Observe that after 15 minute cycles no plans are generated for the selected region
Observe that after hourly cycles plans are generated for for the selected region

Verify that transformer and downstream circuits do not have FLM forecasts.
