HTTPGateway Is Not Retrying NRF Heart Beat Request Incase Of Network Exception (Doc ID 2906571.1)

Symptoms

On Oracle Communications Elastic Charging Engine 12.0.0.4.0 version, HTTPGateway is not retrying Network Repository Function (NRF) heart beat request incase of network exception.

Expected behavior is, in case of network connectivity or response time out exceptions from NRF, HTTPGateway will retry for next heart beat.

It shouldn't stop sending heart beat unless NRF responds with an error code
