Real time screening not happening for data with special characters

Steps to reproduce:

1. Apply the patch 33854904: ERROR IN CS - REAL TIME WHEN THE INFORMATION CONTAINS THE $ SYMBOL in Node A.

2. Copy all the jars to the node B(to make it sync) and deploy the ear/war files and restart

3. Access CS UI and scan.

Expected result: 

Screening should happen and matches should come.

Actual result:

Screening is not happening.

Issue observed: 

working environment logs:  insert into AAI_WF_PROCESS_EXE_ATTR_HIST (V_PROCESS_INSTANCE_ID, V_ACTIVITY_ID, V_ATTRIBUTE_TYPE, V_ATTRIBUTE_ID, V_ATTRIBUTE_VALUE, N_ORDER, C_ATTRIBUTE_JSON)

Non-working environment logs: into AAI_WF_PROCESS_EXE_ATTR_HIST (V_PROCESS_INSTANCE_ID, V_ACTIVITY_ID, V_ATTRIBUTE_TYPE, V_ATTRIBUTE_ID, V_ATTRIBUTE_VALUE, N_ORDER)
