Encounters for Existing Patients with a New MRN Won't Persist in IMP (Doc ID 290848.1)

This problem can occur on any platform. 

When attempting to persist an HL7 v3 message via IMP, failure occurs when the following are true:
- An observation message has successfully persisted. It also creates an encounter.
- A new message is created with the same person id, but a different patient and scoping organization (in essence, a different MRN)
- The new message also creates an encounter
- All appropriate ID's are changed sans the person identifiers

The message fails with:
MESSAGE_PARAM = The encounter validation has failed.
