Symptoms

Error occurs when attempting to create Agile session through external SDK program.

ERROR

Connection failure root-cause: Timed out while attempting to establish connection to :{app_server_hostname}:{port}
java.io.IOException: Timed out while attempting to establish connection to :{app_server_hostname}:{port}
  at weblogic.rjvm.ConnectionManager.bootstrap(ConnectionManager.java:378)
  at weblogic.rjvm.RJVMManager.findOrCreateRemoteInternal(RJVMManager.java:358)
  at weblogic.rjvm.RJVMManager.findOrCreate(RJVMManager.java:179)



STEPS

The issue can be reproduced at will with the following steps:
1. Run standalone SDK program from external client through IPsec (which is similar to VPN)
2. Execution fails with error
