NCC sending Tcap END with releaseSMS in response to event o-smsSubmission (Doc ID 2908875.1)

Symptoms

It was found that for IDP SMS, Network Charging and Control (NCC) is answering back with releaseSMS even if Short-Message Center (SMSC) has responded back with eventTypeSMS: o-smsSubmission.

The flow is like this:
For IDP SMS, NCC is responding with RRSMSEvent with below 2 items and CONTINUE.




The requirement is NCC to send back TCAP END message without releaseSMS.
