Provisioning fails due to device timeout

Goal
While IPSA is provisioning different router types it is often necessary to provide longer 'wait' times during the 'commit' cycle when the devices are large, or they are very busy routing traffic.
The longer 'wait' times allow the time necessary for the devices to respond back to IPSA indicating the transaction has been completed.
This condition can often affect up stream systems causing provisioning failures and GUI alarms.
