Symptoms
A specific user receives the following error when attempting to configure a P6 Professional alias (installed via Citrix):

Bad public user name or password. PRM DBAccess Error: Connection attempt to database failed with message SQL State: 1, SQL Error Code: 18, Level: 16, Procedure: , Line: 0 [DBNETLIB][ConnectionOpen (SECCreateCredentials()).]SSL Security error.;
STEPS
The issue can be reproduced at will with the following steps:
1. Launch P6 Professional via Citrix.
2. Attempt to configure P6 Professional to connect to the shared SQL Server database.
3. Observe reported error.
