CS Batch - Multiple Alert Generation Required For Same Day (Doc ID 2909967.1)

Goal

In general, we have CS FCCM batch in below flows for a single business day:

1.1) Stage tables to FCCM tables data load
1.2) EDQ execution and event generation
1.3) Events to alert generation and related tables population

Due to some business requirement, client team is expecting the CS FCCM batch should run in below flows for same business day:

2.1) Stage to FCCM data load
2.2) EDQ execution and events generation (Full Customer load vs Delta Factiva)
2.3) Events to alert generation and related tables population
2.4) EDQ execution and events generation (Delta Customer load vs Full Factiva)
2.5) Events to alert generation and related tables population

We tried to perform the above scenario (from 2.1 to 2.5) for the same business day, the batches have been completed. But we have noticed the below discrepancies:

Duplicate alerts were created (already certain alerts were created in 2.3 and while executing 2.5, the same alerts have recreated again).
Alerted business data have populated twice (for each alerts generation job)

Findings & Analysis:
====================

While investigation these duplicates, we have noticed the business data & alert related tables were populating each time without checking any exists criteria.
For example, refer the attached watchlist data population (FCC_ZCS_WATCHLIST) query for the reference.

Kindly check and let us know the view/possibility of handling this scenario, meanwhile we also analyzing along with other task & tables.
