ECM 8.0.8 : Issue with case description field

Case description field in 'Create Case' page is marked as mandatory with a red asterisk. However, system lets user create a case without entering details to this field.
While trying to create case without without entering details in any fields, all mandatory fields get an error message saying, ‘Value is required’, However, ‘Description’ field does not show this message. If we proceed to enter details for other fields and leave ‘Description’ blank, the system lets us save the case.
In KDD_CASEATTRBT_MASTER table, ATTRBT_MNDTRY_FL is ‘N’ even though the field has a red asterisk in UI.
select ATTRBT_MNDTRY_FL from KDD_CASEATTRBT_MASTER where attrbt_id=29; -- N
Could you please advise if we can modify the ATTRBT_MANDATORY_FL to ‘Y’ to make this field mandatory ? Is there any other impact to cases by doing this? For instance for system generated cases?
