Orddscnt.pc Job Abort With Order Lock By Online User

Symptoms
In RMS 14.0.2
When the user is editing a PO, batch job "orddscnt.pc" runs all day long and sometimes aborts with ORA-00054 exception due to lock on ordhead table.
It is described in the job documentation that it removes records that are locked by online user from processing, but this is not happening.
Steps To Recreate:
1. Edit an order that has deal and leave the form open
2. Execute the jog orddscnt.pc
Workaround: kill the session that was impacting the job
