On Oracle Communications Billing and Revenue Management (OCBRM / BRM) 12.0.0.7.0 version,
When attempting to create a Balance group, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Create an account (PCM_OP_CUST_CREATE_CUSTOMER)
2. Create /billinfo (PCM_OP_CUST_CREATE_BILLINFO)
3. Create /balance_group (PCM_OP_CUST_CREATE_BAL_GRP)
