Unable To View The EVAERS Draft Report

Symptoms
For a submitted eVAERS report, user attempts to open the draft report in the regulatory tab after attaching the documents of file size 17 MB and 15 MB in the additional tab under attachments.
The system throws the following error:
Replication steps:
1) Create a valid case as per the datasheet attached with filling all the details.
2) Auto schedule the report in the regulatory tab.
3) Attach any documents whose individual file size is less than the maximum Allowed Attachment File Size and fill in all the details in the tab as per the datasheet.
4) Save the case
5) Click on any draft link of any destination and the error message appears even though the file size attached is less than 20 MB configured for the destination.
