OCCAS 7.1 - Simultaneous UPDATE 500 Server Internal Error (Doc ID 2911346.1)

Goal

There is an issue with OCCAS where when sending a UPDATE request, but before the 200 OK response is sent, a second UPDATE request is sent. In this case, why is OCCAS responding to the second UPDATE request with a 500 Server Internal Error, and not logging the UPDATE to the SIP message debug log, or delivering it to the SipServlet application ?
