Mandatory Package Products/discounts Inactive/Cancelled In ECE After Applying Interim Patch 11.3.0.7.22

Symptoms
On Oracle Communications Elastic Charging Engine (ECE) 11.3.0.7.0 version,
ACTUAL BEHAVIOR:

After purchasing a bundle/cancelled bundle, almost all the products/discounts from the mandatory package are Inactive or Cancelled in ECE and Active in Oracle Communications Billing and Revenue Management (BRM). This is observed after installing ECE Interim Patch 11.3.0.7.22
EXPECTED BEHAVIOR:

All the products/discounts from the mandatory package should be ACTIVE in ECE and also in BRM. ECE should be in synch with BRM.
STEPS

The issue can be reproduced at will with the following steps:
There are 2 sets of steps in order to reproduce this problem. One set of steps for the case of products/discounts(mandatory package) INACTIVE and another one for the case of CANCELLED products/discounts.
I. Products/discounts from the mandatory package are INACTIVE in ECE and ACTIVE in BRM. Steps to reproduce the problem:
1. create a subscriber in ACTIVE state and with a mandatory package(Example, UNIC package)
2. credit explicit 6E
3. purchase a recurrent bundle: BaseOfferMay2017:6 euro option
4. move pin_virtual_time after one month, run an unsuccessful recurrence
5. check that COs/DOs, from the mandatory package, are ACTIVE in BRM and ECE
6. move pin_virtual_time after n days
7. purchase one-shot bundle: May2017:Recharge and Go:5 euro option
8. check status for the products/discounts(mandatory package) in ECE and BRM. In ECE are INACTIVE and in BRM are ACTIVE.
II. Products/discounts from mandatory package are CANCELLED in ECE and ACTIVE in BRM. Steps to reproduce the problem:
1. create subscriber in ACTIVE state and with a mandatory package(I used UNIC package)
2. activate "May2017:Recharge and Go:5 euro option;
3. cancel the package for the activated May2017:Recharge and Go:5 euro option;
4. activate again a "May2017:Recharge and Go:5 euro option"
