Transfer Pricing Rule Is Blank After Re-opening the Rule (Doc ID 2912095.1)

Symptoms

In Funds Transfer Pricing, you reviewed settings in a Transfer Pricing Rule.  Later, when you re-open the Transfer Pricing Rule, it is blank.  The rule contains no definitions and the last modification date is from several months ago.

Additionally, no rows exist in FSI_M_TRANSFER_PRICE_RULE for the rule.

Reviewing the ftpapp.log, you find the following delete statements:
