ALM Process With Forecasted Exchange Rates Fails With 'Assertion `b < m_TimePointsCount' failed' (Doc ID 2912457.1)

When running an ALM Process that includes Forecast Rate scenarios for Exchange Rates, the process fails.  The following error exists in the nohup.out in $FIC_DB_HOME/bin or when you run the ALM Process using the command line:

There are no errors in FSI_PROCESS_ERRORS.
