1. According to Doc ID 2832841.1, Oracle does not provide explicit patches for OPA. Does that mean un-deploy the older version and redeploy a new version of OPA is required?

On OPA downloads page (https://www.oracle.com/middleware/technologies/oracle-policy-automation-downloads.html), for every version there are 2 Products (Intelligent Advisor server components & Oracle Policy Modeling). Does it require to deploy the Intelligent Advisor server components product as well?
