Symptoms

primaryZoneModificationsBatch is long running as it picks records and processes them even though they have no zone group changes.

Steps to reproduce:
=====================
1. Change the markup% on a primary zone group.
2. Note there will be an entry made into RPM_PRIM_ZONE_MODIFICATIONS.
3. The new_pzg, old_pzg have same value
4. Run primaryzonemodification batch. Note the batch still picks the records for processing though the primary zone group has not changed.
