RTDBAdapter processed incorrect times on SCADA operations after change from daylight savings time

After the change from daylight savings time to standard time, the RTDBAdapter processed SCADA operations with an incorrect timestamp - 1 hour earlier than what was supplied in the database tables (scada_analog_in, scada_digital_in etc).

A restart of DBService was required to resolve the issue.

RTDBAdapter should be sending the correct timestamps
