Imported ICSR Has Report Status = 'Report not loaded' and Does Not Appear in Reports > ICSR Pending (Doc ID 2912886.1)

Occasionally an ICSR xml is imported, but does not appear in Reports > ICSR Pending to be accepted.

In Utilities > ICSR > ICSR Receive Status for Type = MSG, the Transmission Status for the xml is 'Received E2b'.

When click on the MSG icon, the Report Status = 'Report not loaded'.
