Symptoms

ACTUAL BEHAVIOR
---------------
Tracking attributes aren't getting inserted after account creation.

EXPECTED BEHAVIOR
-----------------------
System should allow boarding new tracking attributes

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Board an account with 2 customer tracking attributes
2. Then use tracking attributes upload process to upload 2 more attributes
3. Verify system should have uploaded the new attributes

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, bank unable to upload new attributes on the account
