Ceiling Breach Notification Triggered for a Customer Does Not Exist in Cache

Goal
On 11.3.0.3.0 version of Charging server launcher, one user noticed an unusual behavior where Elastic Charge Engine (ECE) is continuously triggering ceiling breach notification for one particular customer account. This customer account has more than 3000 service alias/PublicUserIdentity(PUI) on one service POID.
The user has tried deleting customer data from Customer/Balance and PUI, but it is continuously coming like below:
It is creating 200MB log file each minute and impacting production performance.
The same issue happened before once and the issue was resolved by restarting the ECE.
Is there anyway to stop triggering ceiling breach notification?
